The Russia-Ukraine war, which began on the morning of February 24, 2022, has yet to end. Numerous meetings have taken place between heads of state aimed at ending the war in Ukraine. The most recent of these meetings took place on December 2, 2025, at the Kremlin in Moscow, between Russian President Vladimir Putin and US President Donald Trump. These meetings, like others, ended without result. It is clear from Russian President Vladimir Putin's statements that he will not compromise on the war. Consequently, NATO leaders agree on increasing pressure on Moscow. It is also possible to say that there is a consensus among NATO leaders that Russia does not want peace.
Swedish Foreign Minister Maria Malmer Stenegard, speaking to reporters at the NATO Foreign Ministers Meeting, stated that support for Ukraine should be increased and pressure on Russia should be intensified, adding: "We must hit them where it hurts most, namely their oil and gas revenues."
Unfortunately, the ceasefire negotiations and talks conducted by the US during this process also proved fruitless, as Russia made maximalist demands. Nevertheless, it is possible to say that the US made diplomatic efforts to achieve lasting peace in this situation.
NATO heads of state have made numerous statements on the issue. Lithuanian Foreign Minister Kestutis Budyrs said, “What hasn’t changed in the last six months is Russia’s position,” and continued, “They are not interested in a ceasefire or a peace agreement and continue to do what they are doing. Therefore, we need to prepare next year’s funding for Ukraine.” Finnish Foreign Minister Elina Valtonen expressed similar views, saying, “So far, we have not seen any concessions from Russia, the aggressor.” Estonian Foreign Minister Margus Tsahkna also expressed similar views: “From our point of view, Putin has not changed any of his goals. Therefore, it is wrong to impose more restrictions on Ukraine. We should put more pressure on Russia.”
Russian President Vladimir Putin, however, argued that Europeans were obstructing the peace process with Ukraine by adding demands to their proposals that were completely unacceptable to his country. Putin stated that he did not want to go to war with Europe, but if Europe wanted to fight, Moscow was ready for it now. Meanwhile, Ukrainian President Volodymyr Zelensky visited Ireland to solidify European support, as European countries have provided military and economic support to Kyiv, the Ukrainian capital, since the beginning of the war.
As can be seen, intense diplomatic activity is taking place between the countries during this process. If no solution is reached, this diplomatic activity will continue, and the Russia-Ukraine war will remain an unresolved issue.
