NATO Secretary General Mark Rutte has warned that Russia could pose a direct military threat to NATO countries within the next five years. Speaking in Germany, Rutte stated that Russia is acting ruthlessly and that thepossibility of war reaching Europe has become a real and concrete risk. He emphasized that European countries must be prepared for a conflict similar in scale to those experienced by previous generations.
Rutte argued that if Russia were to achieve its objectives in Ukraine, particularly through occupation, its military forces would be positioned along a longer border with NATO. This, he said, would significantly increase the risk of an armed confrontation between Russia and the Alliance. For this reason, he urged European states to rapidly increase their defense spending while maintaining diplomatic channels.
Western intelligence agencies have noted that Russia has shifted to a long-term war economy. According to data from the Kiel Institute of World Economy, Russia produces large quantities of military equipment each month, including tanks, infantry fighting vehicles, drones, missiles, and artillery shells. In contrast, many Western European countries are still far from reaching comparable levels of mass military production, and experts suggest it may take years to close this gap.
In parallel with these developments, Ukrainian President Volodymyr Zelensky announced that Ukraine has submitted an updated peace plan to the United States in an effort to end the ongoing war. However, Moscow has dismissed NATO’s warnings as hysteria. Russian President Vladimir Putin has claimed that Russia does not intend to wage war against Europe, while also stating that the Russian military is fully prepared should such a conflictoccur. Putin has further accused European countries of undermining U.S.-led peace efforts.
European security concerns have also intensified due to an increase in so-called “hybrid” or “grey zone” warfare activities. These include cyberattacks, disinformation campaigns, and frequent sightings of unmanned aerialvehicles near airports and military bases across NATO countries. In November, Belgium requested assistance from the United Kingdom after drones were detected near critical infrastructure, leading to the temporary closure of Brussels Airport. Similar incidents have been reported in countries such as Germany, Sweden, Norway, and Denmark.
NATO defines hybrid threats as a combination of military and non-military tactics designed to target infrastructure, institutions, and public stability. Rutte warned that Europe has already witnessed how far Russia is willing togo and stressed that failure to prepare adequately would impose severe costs on future generations.
